The annual output value of Quanzhou's textile, footwear and clothing industry exceeds 700 billion yuan. For more than 20 years, Quanzhou's textile and clothing industry has flourished under the guidance of "Jinjiang experience", has formed a complete industrial chain, and has many leading enterprises, specialized new enterprises and well-known brands.

On January 7, the fourth session of the 17th People's Congress of Quanzhou was held, and Cai Shengsheng, the mayor, made a report on the work of the government. The report proposes to implement a series of special actions of "focusing on projects and promoting development", accelerate the construction of the 21st century "silk city", strive to advance the practice of Chinese style modernization in Quanzhou, and build an international "fashion city". Many "new" words in the report are full of meaning, especially the "Fashion Industry Alliance", which really makes textile and clothing people look bright. The fashion industry alliance jointly launched by 23 leading brand enterprises covers 761 high-quality enterprises in the textile, footwear and clothing industry and more than 10000 manufacturing and supply chain enterprises. In the future, the Fashion Industry Alliance will focus on five major sectors: "industrial innovation and upgrading", "brand building and value enhancement", "talent training and introduction", "industrial ecological construction" and "international exchange and cooperation", and strive to promote the practice of Chinese style modern Quanzhou, so that Quanzhou fashion and Haisi culture can go global.

Based on this, he suggested that efforts should be made in many ways: in the legal environment, improve the linkage mechanism of tax inspection, enterprise related case handling and public opinion research and judgment, strengthen fair competition review, and create a "warm" legal environment; In terms of government environment, establish a mechanism for credit classification management, early warning and repair of business entities, improve the list of government data sharing, and create an "attitude" government environment; At the level of innovation environment, we will introduce special support policies, establish a fund to guide specialized and new industries, build a cooperative library of intellectual property pledge financing, promote intelligent digitalization, and create a "dynamic" innovation environment; In the field of factor environment, we will deepen the approval reform of "standard land+commitment system", build an online platform for flexible talent introduction, honor preferential investment policies, and create a "guaranteed" factor environment.
